Patent Reform Delayed by Debt Ceiling Negotiations
Further action on H.R. 1249, the America Invents Act, is being delayed while the Senate concentrates on negotiations on the federal debt ceiling. The Senate must decide whether to adopt or propose changes in H.R. 1249 before patent reform legislation can proceed. Congress recesses for the month of August, leading to the possibility that patent reform will not be taken up again until September.
